There is a law that states gambling over the wires are illegal. Probably it originally had more to do with the speed of communication and people including small-time bookies being taken advantage of. The reality is that the law still exists and is being used to inhibit the freedom of some people to gamble online. Another significant ruling stated that it is legal to gamble in online casinos. All of these things happened in The United States. So, go figure.
